issues with postgreSQL

Hi, i got PT4 installed on my computer but didn't use it since a while. And now i can't connect to database , i guess that's because i had PSQL 8.3 but i can't update, so i remove 8.3 and dlw a new version but can't install it without a password. can someone help me ? thx
