"Failed to create temporary directory."

Hi
I installed pokertracker and when I tried to install PostgreSQL then it gave me the error that everyone else was getting
"The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail."
I searched the forums and did everything I could find that the forums said to do and now I am getting a different error that says
"Failed to create temporary directory"
I have unistalled and reinstalled a few times done the admin. thing, am using the user name and password already provided. PostgresSQL wont let me finish the dl. Any ideas?
BTW this is a brand new computer with vista "is any one else's vista problem with a Vaio just curious?

I suggest downloading and installing PostgreSQL 8.2.6 independently. Use the same user credentials.
